At the request of 3rd District Attorney General Dan Armstrong, TBI Special Agents are investigating the circumstances that led to an officer-involved shooting Friday morning in Greene County.

Preliminary information indicates that early Friday morning, a Tennessee Highway Patrol trooper observed a truck stopped along the ramp leading to the weigh station located at mile marker 21 along I-81 South. The trooper made contact with the driver who indicated that he had stopped because the vehicle was almost out of fuel. Further investigation by the trooper revealed the truck was reported stolen out of Sullivan County. At some point during the encounter, the suspect attempted to flee the area and drove the vehicle into the median. As the trooper attempted to approach the driver for a second time, the male subject began firing shots from inside the truck. The trooper returned fire, striking the subject. The driver, identified as Kenneth C. Powell (DOB 5/17/93), of Kingsport, was transported to a local hospital for treatment. The trooper was uninjured.

TBI Special Agents will gather any and all relevant interviews and evidence as part of this ongoing investigation. As in any case, our investigative findings will be shared with the District Attorney General throughout the process for his consideration and review.

As is our policy, the TBI does not identify the officers involved in these types of incidents and instead refers questions of that nature to their respective department.
