Updated 06/10/19 at 10:10 p.m. ET: The deputy who sustained injuries was released from the hospital this evening.
At the request of 2nd District Attorney General Barry Staubus, TBI Agents are investigating the circumstances surrounding an officer-involved shooting that occurred Monday afternoon in Sullivan County.
Preliminary information indicates that just before 1:30, deputies with the Sullivan County Sheriff’s Office received information that Terry R. Frost (DOB 9/29/86), who had active arrest warrants, was at a home on Pennsylvania Road in Kingsport. Deputies responded to the address and observed Frost run from the residence. A short time later, Frost was spotted on Diana Avenue, getting into an SUV driven by a female. Deputies initiated a traffic stop and ordered the female driver out of the SUV. At that point, Frost jumped into the driver’s seat. As one of the deputies attempted to pull Frost from the SUV, he accelerated, dragging the deputy alongside the vehicle. The deputy fired shots at Frost, striking him. The SUV continued to travel a short distance before coming to a stop next to a home located in the 2000 block of Diana Avenue. Terry Frost was transported to a local hospital where he was pronounced dead. The deputy was also injured. He was transported to a local hospital where he is undergoing treatment for his injuries.
This remains an active and ongoing investigation, as TBI Special Agents continue to work to gather any and all relevant interviews and evidence. As in any case, TBI’s investigative findings will be shared with the District Attorney General throughout the process for his review.
As is our policy, the TBI does not identify the officers involved in these types of incidents and instead refers questions of that nature to their respective department.
