JOHNSON CITY – A joint investigation by Special Agents with the Tennessee Bureau of Investigation and the Rogersville Police Department has resulted in the indictment of a Hawkins County man on charges related to an investment scheme.

In January 2017, at the request of 3rd District Attorney General Dan Armstrong, TBI Special Agents joined detectives with the Rogersville Police Department in investigating Kim Owen Alley.  During the course of the investigation, Agents developed information that from 2013 to 2017, Alley operated a scheme in which he solicited investors for a foreign exchange venture. Further investigation revealed that he misused the money obtained by investors, keeping a portion of it for personal use. Additionally, the investigation revealed that Alley was not a licensed financial advisor in the state of Tennessee.

Last week, the Hawkins County Grand Jury returned indictments charging Kim Alley (DOB 10/6/54) with one count of Theft over $60,000 and two counts of Unlawful Business Transaction.  Today, he was arrested and booked into the Hawkins County Jail on a $75,000 bond.
