JACKSON – An investigation by Special Agents with the Tennessee Bureau of Investigation and investigators with the Tennessee Comptroller of the Treasury has resulted in the indictment and arrest of two former Madison County employees, who are each charged with theft and official misconduct.
At the request of 26th District Attorney General Jody Pickens, in December 2017, TBI Agents joined Comptroller investigators in looking into allegations of misappropriation of funds by former Madison County Finance Department Clerk Donna Williams and former Madison County Maintenance Supervisor Eric Skinner. Through the course of the investigation, Agents developed information that Williams and Skinner received county funds through an unauthorized landscaping project. The investigation revealed that Williams falsified invoices using a friend as the vendor’s name, and Skinner approved the vendor. Investigators also learned that Williams made multiple unauthorized purchases with the county credit card to pay her personal cable bill. Neither Williams nor Skinner is still employed by Madison County.
On July 2nd, the Madison County Grand Jury returned indictments charging Eric Skinner (DOB 10/15/1953) and Donna Williams (DOB 11/09/1964) each with one count of Official Misconduct and one count of Theft over $1,000. Both were arrested this week and booked into the Madison County Jail. A bond had not yet been set for either individual at the time of this release.
