At the request of 2nd District Attorney General Barry Staubus, TBI Special Agents are investigating the circumstances surrounding an officer-involved shooting that occurred Thursday evening in Kingsport.
Preliminary information indicates that two troopers with the Tennessee Highway Patrol observed a vehicle headed westbound on Interstate 26 traveling above the posted speed limit. A traffic stop was initiated near mile marker six at approximately 8:40 EST. Shortly after the stop was made, one of the passengers in the vehicle pulled a weapon on the troopers, which resulted in shots being fired. The passenger has been identified as Richard D. Jenny (DOB 9-9-77). Jenny was transported to Holston Valley Medical Center, where he is being treated. Three other individuals were in the vehicle at the time of the incident. One of them received minor injuries and was treated and released from the hospital Thursday evening. The troopers were not injured.
As is our policy, the TBI does not identify the officers involved in these types of incidents. We refer questions of that nature to their respective agencies.
TBI Agents and a team of Forensic Scientists worked throughout the night to gather evidence and conduct interviews. As in any case, our investigative findings will be shared with the District Attorney General throughout the process for his consideration and review.
