CHATTANOOGA, Tenn. – The Tennessee Bureau of Investigation’s case into a seven year old murder in Monroe County has resulted in a guilty plea from a federal prisoner indicted last month for the homicide of a Tellico Plains, Tenn. man.
Charles Kaczmarczyk, 59, who is currently serving time in a federal prison in Kentucky, was indicted by the Monroe County grand jury on August 7, 2013 and pled guilty today in court to one count of conspiracy to commit first degree murder. He was sentenced to serve 25 years in state custody. On May 15, 2006, Robert J. McClancy, who was 56 at the time of his death, was found deceased sitting in a recliner in his home located at 215 Unicoi Lake Road in Tellico Plains. The Monroe County Sheriff’s Department responded to a call of a possible shooting and discovered McClancy in the chair with a pistol in one hand and a bottle of pills in the other hand. McClancy had not been shot. Through the course of the investigation, TBI was able to identify McClancy’s friend Kaczmarczyk who stated that he and McClancy’s wife, Martha Ann McClancy conspired to kill Robert McClancy by causing him to overdose on prescription medication. According to Kaczmarczyk, he and Martha Ann, staged the scene to make it appear to be a suicide. Martha Ann McClancy is now Martha Ann Kacmarczyk and married to Charles. McClancy was a U.S. Marine Corps veteran.
The 10th Judicial District Attorney General requested TBI investigate the homicide and provided an investigator who worked the case with a TBI agent. The U.S. Department of Veterans Affairs Office of Inspector General and Social Security Administration OIG were instrumental in providing the evidence and information needed to investigate the homicide which led to today’s resolution.
