UPDATE (April 17, 2024/5:38 CT): The information provided in this statement has been updated to reflect additional facts gathered during the ongoing investigation. Also on April 17th, TBI agents served the 17-year-old referenced in the statement with a juvenile petition, charging him with the following in connection to the ongoing investigation:
• 13 counts of Criminal Attempt to Commit First Degree Murder
• 13 counts of Assault Against a First Responder
• 13 counts of Aggravated Assault
• 1 count of Possessing a Firearm During the Commission or Attempt to Commit a Dangerous Felony
• 1 count of Theft
• 1 count of Prohibited Weapons
• 1 count of Evading Arrest

The juvenile remained hospitalized at the time of this update.

At the request of 30th Judicial District Attorney General Steve Mulroy, TBI special agents continue to investigate an overnight fatal shooting involving several officers of the Memphis Police Department.

Preliminary information indicates the incident occurred at approximately 2:00 Friday morning in the Whitehaven community, near the intersection of Horn Lake Road and Charter Road, where officers were dispatched to investigate a suspicious vehicle. After officers determined the vehicle to be stolen, they approached and were fired upon from the vehicle, after which officers returned fire. During the exchange of gunfire, Officer Joseph McKinney was struck and fatally wounded. Two other officers sustained injuries. The suspect vehicle fled the scene, to the 400 block of Hewlett Road, where officers apprehended both individuals and later identified them as 18-year-old Jaylen Lobley and a 17-year-old passenger. Lobley died from his injuries at a Memphis hospital. The passenger was hospitalized in Memphis in critical condition.

TBI agents are working to independently determine the series of events leading to the shooting, including collecting evidence and conducting interviews. Throughout the process, investigative findings will be shared with the District Attorney General for his further review and consideration. The TBI acts solely as fact-finders in its cases and does not determine whether the actions of an officer were justified in these types of matters. That decision rests with the District Attorney General requesting TBI’s involvement. 

The TBI does not identify the officers involved in these types of incidents and instead refers questions of that nature to the respective department to answer as it sees fit.
